しかしこれは誤解である。

　1987年の大韓航空機爆破事件の実行犯、金賢姫（キム・ヒョンヒ）北朝鮮元工作員（48）が20日未明に初来日した。今回の来日は日本政府の招聘（しょうへい）によるもので、事件以来初の海外渡航となる。23日までの滞在中、横田めぐみさんの両親ら拉致被害者家族と面会する。

　このニュースは英国でも報じられている。英インディペンデント紙は「ジェット機爆破事件の北朝鮮元工作員が日本で歓迎される」と題し、もっともありえないスパイ物語と報じた。また、日本国籍の偽造パスポートで大韓航空機爆破を試み、一度死刑を宣告された金元工作員は、東京の羽田空港で逮捕されなければならない。にもかかわらず、彼女の地位は犯罪者どころか、まるで要人扱いだ、と金元工作員の待遇を疑問視している。

　英ガーディアン紙は、今回の金元工作員の訪問は、日本政府がこれまでの拉致問題に対する怠慢からわざと注意をそらすために仕組んだパフォーマンスだと批評家が非難していると報じた。金元工作員はこれまでにも被害者の家族と何度か会見しており、新しい情報が提供されることは期待できないとみられている。

It has all the ingredients of the most far-fetched spy story: a beautiful North Korean woman destined to become an actress opts instead for a career in espionage. Brainwashed to despise the North's southern neighbour, she bombs a Korean Air jet in 1987 reportedly on the direct orders of the North Korean leader Kim Jong-il, killing 115 people. When captured, she attempts to kill herself by biting into a cyanide pill but is stopped by a guard. Her accomplice dies from the same method.

　日本人は何も、「welcome」（歓迎）しているわけではない。
同情はしているが、歓迎はしていない。
キムヒョンヒ自身も、犠牲者にすぎない。
また私たち日本人がいちばん知りたいのは、拉致被害者についての情報である。
その情報を知る人物として、キムヒョンヒを日本に迎えた。
ほかに私たちは、拉致被害者の動向を知る手だてをもっていない。

　が、こうした日本の動きが、イギリス人には奇異に見えるらしい。
「どうして犯罪者を歓迎するのか？」と。

刑事訴訟法の世界にも、『罪を憎んで、人を憎まず』という格言がある。
そこまで割り切っているわけではないが、日本人の心情としては、キムヨンヒに対する
憎悪の念はゼロと断言してもよい。
むしろ日本へ来てくれたことを、感謝している。
たいへん勇気のいる決断だった。
仏教の世界には、『怨憎会苦』という言葉がある。
キムヨンヒの立場で日本へ向かうということは、そこで針のムシロに座らされることを
意味する。
苦しかっただろう。

　つまり私たちの怒りは、横田めぐみさんを拉致した、Ｋ国のトップに向かっている。
横田めぐみさんと同じレベルで、その反対側の立場にいるキムヨンヒもまた、あの狂った
独裁者の被害者にすぎない。
それがよくわかるから、キムヨンヒには怒りを覚えない。

　むしろ「日本は、あなたが思っていた国とはちがいますよ。
戦時中はともかくも、戦後の日本は変わりました」と。
それを私たちはキムヨンヒを通して、Ｋ国の人たちに伝えたい。
そういう願いがあるから、キムヨンヒを暖かく迎えている。

Japanese does not, "welcome" Kim Hyon-hui . We, the Japanese understand that Kim Hyon-hui herself is aslo only a victim. Also we Japanese are most interested in the information about abducted people. As a person who knows that information Kim Hyon-hui was invited to Japan. Another reason why is that we have no information sources about the abducted people by North Korea.

However, it seems to look strange to the British . "Why welcome to criminals?".
According to the criminal procedural law we say, "We hate the sin, but the people".
And we declare feelings of Hatred against her is almost zero. Or rather we feel grateful to her that she managed to come to Japan. We are sure she needed a great decision to come to Japan. For her Japan is the last country that she does wants to come and visit.

This means our anger heads toward the leader of North Korea, Kim Il-Jong not to her. Yokota Megumi as well as Kim Hyon-hui are the victims of the leader.

Rather we would like to let her know that "Japan is different now from the one you knew. This is also what we would like to let North Korean people, who even now suffer from the oppression of Kim il-Jong.
